Nyagatare, Rwanda – Positioned as a cornerstone of Rwanda’s ambitious agribusiness transformation, the Gabiro Agribusiness Hub (GAH) continues to play a pivotal role in modernising agriculture, attracting investment, creating jobs, and strengthening food security in the Eastern Province.

Developed as a large-scale, climate-resilient farming and agribusiness ecosystem, Gabiro demonstrates how strategic irrigation investment, technology adoption, and private-sector participation can unlock the commercial potential of agriculture in Rwanda and across the region.

From Vision to Reality

The Gabiro Agribusiness Hub was established as a public-private partnership between the Government of Rwanda (through the Ministry of Agriculture and Animal Resources and the Rwanda Development Board) and Netafim, a global leader in irrigation solutions. Conceived to accelerate Rwanda’s shift towards commercial, export-oriented agriculture, the project integrates modern irrigation infrastructure with a structured investment and land-leasing model.

Planning began in 2017, the partnership was formalised in 2019, and large-scale infrastructure development commenced in 2020. Phase I, covering approximately 5,600 hectares, is nearing full operationalisation, while Phase II is expected to expand the hub to around 15,600 hectares, extending into parts of Nyagatare and neighbouring Gatsibo District.

Driving Modernisation Through Infrastructure

At the heart of Gabiro is a robust irrigation backbone designed to support year-round production in a region historically constrained by rainfall variability. Water is abstracted from the Akagera River and distributed through a network of pumping stations, canals, and pipelines feeding advanced drip and sprinkler irrigation systems across the hub.

In addition to irrigation, the project includes access roads, electricity supply, drainage systems, and farm service infrastructure, creating a fully serviced agricultural zone. Investors and operators are able to lease prepared land parcels and focus directly on production, efficiency, and market access rather than primary infrastructure development.

Demonstration plots and training facilities further support the transfer of modern agronomic practices, helping local farmers, technicians, and agribusinesses build skills aligned with commercial-scale production.

Economic and Social Impact

The Gabiro Agribusiness Hub is already delivering tangible socioeconomic benefits at both local and national levels:

• Job creation: Approximately 4,000 jobs are expected, prioritising local employment

• Household upliftment: More than 1,400 households benefit through employment and land-use arrangements

• Increased productivity: Commercial crops such as vegetables, fruits, and spices are achieving significantly higher yields

• Skills development: Workers gain exposure to mechanised farming, precision irrigation, and modern farm management

These outcomes support Rwanda’s broader goals of inclusive growth, food security, and youth participation in agriculture.

Investment and Partnerships

Gabiro has emerged as a magnet for regional and international agribusiness investment, with companies committing capital across production, processing, and logistics. Investor confidence has been further strengthened by Rwanda’s pro-business policy environment and long-term commitment to irrigation-led agricultural growth.

In 2025, Rwanda partnered with the African Development Bank (AfDB) to support Phase II of the hub’s expansion, reinforcing Gabiro’s role as a flagship agribusiness platform.
